Our vision

We envision an inclusive and just Europe where people who use drugs and other marginalised and underserved communities have equitable and universal access to social and health care without being discriminated against and stigmatised.

Our mission

We strengthen the role of harm reduction organisations in Europe as an essential component of a rights-based and evidence-informed approach to drug use.

We stimulate mutual support among organisations, institutions and individuals working in harm reduction and drug policy.
We foster community-based harm reduction research and provide relevant up-to-date data and information.
We support implementing integrated, people-centred, 
community-based and community-led care services.
We advocate for a human-rights-based drug policy approach, programmes and care practices.
We strengthen and promote civil society's meaningful role in local, national and European policy-making in the social and health fields.

Background

C-EHRN was established in 2004 in Amsterdam as a European civil society network and centre of expertise in drug use, harm reduction and social inclusion. C-EHRN is hosted by Foundation De Regenboog Groep (FRG) – a non-governmental low-threshold service organisation in Amsterdam, providing harm reduction services to people who use drugs and other individuals and communities experiencing social and health inequalities.

C-EHRN unites a wide variety of actors, including community-based and community-led organisations, research institutes, health providers, and policymakers. Thanks to its extensive network of members and partners from different professional and geographical backgrounds, have been the key to becoming a vital European player in policy development, capacity building and programme implementation.

She is an expert in drug policy, harm reduction and public health. Since 1997 she has been coordinating and implementing diverse national and European projects in this area. Katrin holds a BA in Social Work and a Masters of Public Health (MPH).

Iga holds an MA in Social Prevention and Rehabilitation, an MSc in Public Policy and Management, and a PhD in Political Science. She also works part-time as an assistant professor at the Department of Public Policy and Management, Corvinus University of Budapest.

Alice joined Correlation as Research Support Officer in May 2023. She works mostly in the area of data collection for the Civil Society Monitoring of Harm Reduction in Europe. She recently completed an MA in Global Criminology at the University of Utrecht. Prior to that, she studied Law at the University of Sheffield, including a year at the University of Oslo with a focus on international law and human rights. Alice also works for the International Drug Policy Consortium.

After a two-year post-doc at the Substance Use Research Center at Columbia University, Perrine was awarded the position of permanent researcher at the French National Institute for Medical Research (INSERM) SESSTIM – Unit 1252 in Marseille, France. Perrine is currently leading a research group in the SESSTIM unit on community-based research on HIV and harm reduction, and has over eighty publications in this field.

Has worked in the Design, Delivery and Provision of ‘Low Threshold – Harm Reduction’ Health Services for a range of socially excluded and marginalised groups of people since 1993. He has held the position of CEO of Ana Liffey Drug Project since November 2005; Ana Liffey is Ireland’s first drug service established on the principles of Harm Reduction. Prior to this, Duffin worked in the addiction field, including playing a key role in opening Ireland’s first emergency accommodation for young people who inject drugs; and Ireland’s first wet residential service for entrenched street drinkers. In recent years, Duffin has made a crucial contribution in advocating for the ‘Misuse of Drugs (Supervised Injecting Facilities) Act 2017, which was signed into law on 16th May 2017.
